Karen Medeiros Flannagan

Karen Medieros Flannagan is a dynamic Public Servant with 17+ years of federal government experience encompassing expenditure policy, accountability reporting, project management, strategic planning, organizational change management and enterprise governance. Karen is currently a Senior Change Manager responsible for actively “pushing the boulder” in support of the success of the transformation agenda at Public Safety Canada.

Karen began her Public Service career in 2000 at the National Gallery of Canada (NGC) securing sponsorships for title exhibitions and working with the NGC Foundation’s Board of Directors. In 2007, Karen joined the Treasury Board of Canada Secretariat and led various files and special projects including: Parliamentary Reporting Reform, authoring of Canada’s Performance Report and the accountability reporting framework for Canada’s Economic Action Plan in 2010. In 2012, Karen joined the Office of the Chief Information Officer (OCIO) as Head of Strategic Policy and Planning, responsible for providing strategic advice to the CIO and Deputy CIO on corporate planning, policy development, governance, Access to Information and Privacy (ATIP) files, ADM-level committees, and secretariat support to the Federal CIO Council. Karen has augmented her central agency experience with assignments at Crown-Indigenous Relations and Northern Affairs Canada in 2011 and the Public Health Agency of Canada in 2015.

As a first-generation Canadian, Karen has a passion for public administration and a deep commitment to financial stewardship and accountability – purposely lending her expertise in strategic planning and governance to drive organizational change and deliver on key government priorities. Karen holds a Bachelor’s Degree in Political Science (2000) and is a GPC.D graduate (class of 2022). She is a wife and mother to her 18-year-old, (soon to be university-bound) daughter Grace.
